The nice thing about starting an internet radio station is that all of the software is available for free. Each package has its own licensing and terms of use but I have used each of them and had success each time I set them up. So here are the three main players in the field (email me if you have any other packages to suggest).
SHOUTCAST - originally developed by NULLSoft - the makers of WinAmp - they were purchased by AOL
and now are a part of the AOL brand. Shoutcast is tightly integrated with WinAmp and if you are just starting out I suggest you download and install WinAmp first if you intend

ICECAST - IceCast is an open-source project from
xiph.org that has created a very robust streaming server that uses a minimum of resources. TUTORIAL COMING SOON
JETCAST - JetCast is a free streaming server
developed by a Japanese company (COWON) and it is tied into their JetMedia Center. But the JetCast is a standalone app as well and
it is probably on of the quicker ways to get started streaming. TUTORIAL COMING SOON
